Advisory for Entry into the Kingdom of Thailand
for Non-Thai Nationals


According to clauses 3 (4) and 3 (5) of the Regulation issued under the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) (No.1) dated 25 March B.E. 2563 (2020), the following non-Thai Nationals are allowed to enter the Kingdom of Thailand  during the preventive period to contain the spread of COVID-19 in the Kingdom ;


1. Staff of diplomatic, consular missions, International Organizations, or representatives of foreign governments performing their duties in the Kingdom of Thailand :

Procedure 

1.1 Applicants should submit request and relevant document from their respective Embassies/ Missions/International Organizations in Thailand to the Ministry of Foreign Affairs of the Kingdom of Thailand; 
1.2 Should the entry application be approved by the Ministry, appropriate visa will be duly issued by Royal Thai Embassies or Royal Thai Consulates -General to the applicants; 
1.3 Applicants must obtain a Fit to Fly Health Certificate from any local medical institutions with validity of no more than 72 hours before departure and present it to the airline check-in counter at the port of embarkation.

2. Persons with work permit or permission from Thai Government agencies to work in the Kingdom : 

Procedure 

2.1 Applicants may contact the Royal Thai Embassy or the Royal Thai Consulate-General to apply for “Certificate of Entry into the Kingdom of Thailand” at least 15 working days before the date of intended departure. Applicants must present, in addition to regular requirements by the Royal Thai Embassy or the Royal Thai Consulate-General, the following documents:

(1) A copy of work permit or a copy of letter of permission issued by a Thai Government agency (in most cases, by the Ministry of Labour) to work in the Kingdom;

(2) A copy of valid health insurance covering all expenditures of medical treatment, including COVID-19 with the minimum coverage of 100,000 USD. 


2.2 The Royal Thai Embassy or the Royal Thai Consulate-General will forward the request and related document to the Ministry of Foreign Affairs of the Kingdom Thailand for consideration with relevant Thai authorities on a case by case basis, taking into account urgency and economic aspect, among others.
 

2.3 Should the entry request be approved, the Royal Thai Embassy or the Royal Thai Consulate-General will issue “Certificate of Entry” and appropriate visa for the successful applicant.
 

2.4 An applicant is required to present the following documents to the airline check-in counter on the departure date : 

(1) Certificate of Entry obtained from the Royal Thai Embassy or the Royal Thai Consulate-General;
(2) A complete and signed “Declaration Form” given by the Royal Thai Embassy or the Royal Thai Consulate-General;
(3) A Fit-to-Fly Health Certificate issued by any local medical institutions with validity of no more than 72 hours before departure;
(4) Valid health insurance covering all expenditures of medical treatment, including COVID-19 with the minimum coverage of 100,000 USD. 

 

2.5 Upon entry into the Kingdom, the applicant is subjected to 14 - day state quarantine at the Government-designated Alternative State Quarantine (ASQ) facility at the applicant’s own expense, and obliged to comply with the Government’s disease prevention measures.
